Recently, my graphics 1060TI card only runs at PCIe x8 instead of x16. I can make sure this PCIE2 is x16 slot and only one 970EVO m.2 with Win10. This card is working X16 properly on other board, why not on my X370 Pro4 board?

The PCIe version will change to 3.0 when the GPU is loaded, it reverts to 1.1 for power saving by default, this is completely normal. As for the X8, what CPU are you using? APUs have less PCIe lanes and as such only provide x8 to the PCIe2 slot.

Regarding your question, we provide some suggestions for verifying:
1. Please load BIOS default by pressing F9 and F10 button. 2. Please install the newest driver for the graphics card. 3. Please install only CPU, one stick RAM and graphics card. 4. Try to stress loading on the graphics card to allow graphics card to run at higher rate. 5. If possible, try to clean install Windows 10 OS.
