Hello! The past few weeks have been a train of troubleshooting a motherboard I was gifted, I have yet to get it to post, to be clear this is the board I have:

Its symptoms are a stuck on post led above Bios 1, no post beep codes, you can hear it only clicks somewhat when powered up with ram inserted in any slot, however, does beep 3 long with no ram at all. I thought the CPU was good based upon that, a 5820k.
When I got the board I was given a some adata chips that aren't quite on the QVL and thought those must be the problem since it beeps without ram installed, but I went and picked up some Corsair RGB vengeance ram today to the same symptom of stuck post led and no beeps, as I had gotten with the previous chips it came with in the first place.
I realize I likely have no serviceability through ASRock to repair it but wanted to know if there was anyone that could think of something I haven't yet.
I've triple checked the CPUs laid in socket well, cooler installed properly (Mugen scythe rev b for clearance of the ram sockets) and tried either new and old single dimm boot in every slot, getting me nowhere different each time.
PSU is a corsair rm1000i
Again, any help is appreciated, will give more info on my build if asked.

Thanks for posting.
Regarding your question about the system will not post, kindly try to reinstall the CPU and RAM to different slots to see if it will work.
Also, please refer to the page.8 #14 from the link below to press the CMOS button for more than 3 seconds after the power is removed.

The 5820 should be supported on all BIOS versions so BIOS versions shouldn't be the issue. Have you connected the 8pin CPU power to the board? I am guessing yes as you get beeps with no RAM but always worth mentioning.
As ASRock TSD stated, clear CMOS, it could simply be a case of corrupted/invalid memory settings left over from the last system the board was in. If you have the option, also try with another GPU on the off chance you are simply not getting a video signal. Most modern boards do not have POST beep enabled by default, this means the system could be POSTing and you just don't know because the display isn't getting a signal. If you don't have another GPU to test with, try with different display cables/outputs.
