I have a Z390 pro 4 mobo with i7 9700 cpu, I have a regular intel S700 SSD installed ive been using for about a year. I decided to finally upgrade to an M2 drive, specifically the Samsung (MZ-V7S1T0B/AM) 970 EVO Plus SSD 1TB - M.2 NVMe. -- I want to note that the m2 drive DOES show up on bios and cloning software, but when I use samsung magician to clone the data it abruptly stops, I assume for the same reason I cannot boot to install an OS. --

I went to install it into my m2_1 slot and I was unable to clone my OS to it, when I tried to boot to it I got "reboot and select proper boot device" message so I was unable to install a fresh OS. I tried it in slot m2_2 but neither my SSD nor m2 will boot at that point, I assume its because m2_2 will disable sata3_0 which i am using for my SSD connection.

So this left me wondering what I am doing wrong, because I do not use the sata connectors that it says m2_1 disables, so why would it still not boot in that slot? If I got rid of my ssd all together would the m2 still not boot in any slot?

the mobo manual also states:
* If M2_1 is occupied by a SATA-type M.2 device, SATA3_5 will
be disabled.
* If M2_2 is occupied by a SATA-type M.2 device, SATA3_1 will
be disabled.
* If M2_2 is occupied by a PCIe-type M.2 device, SATA3_0 will
be disabled

Does this mean m2_1 does not work with pci-e at all? or is nothing disabled period, if a pci-e type m2 is installed into m2_1? which brings me back to my original question, if so why does it give me the error "select proper boot device etc" am I missing something so obvious I just don't understand? I am semi new to building pcs and working with hardware. Tomorrow I am going to try just using the M2 drive and unplug my SSD entirely.
