Are you asking why NCQ is not an option for the SATA mode, like AHCI, RAID, or IDE?

NCQ, or Native Command Queuing is a feature that is a part of AHCI and RAID mode. If you enable AHCI or RAID, NCQ is also enabled.

I guess at one time NCQ might have been an option that was really AHCI. I have never seen NCQ as a SATA mode option since I have been building PCs.

Or do you really mean NVMe?

A better response, by me, would be why would you want to in the first place?

As parsec stated, Native Command Queing is internal to/included with when set to AHCI.
