Does the latest L2.60 BIOS for the Z170 Extreme4 board retain the ability to overclock nom-k CPUs introduced with the L2.43 beta?

2.80 should have it still yes.

2.90 removes it and it is stated in the version description.

2.80 will be your only official option for SkyOC
You might also try version 2.60 or 2.43 if somebody saved the files before Asrock removed them.

Overclocking without SkyOC limits you to a max BCLK of approx. 103MHz
