So I got this board at first a week or so ago.  Here is the full list of specs that I am trying to put together:
 
MB: ASRock Fatal1ty Gaming Z170 ITX/ac  BIOS version P1.50
CPU: Core i5 6600K unlocked socket LGA 1151
CPU cooler:  Corsair H100i
RAM: G.Skills Ripjaws V DDR4 3000 2x8GB
PSU: Corsair 750W modular PSU (yes I know it's probably overkill)
GPU: MSI Radeon R9 290X
Case: Corsair Graphite 380T
Monitor: Asus MG279Q connected via HDMI
 
So the problem I have had since I got this board is that it apparently doesn't post.  I get no video signal coming to the monitor via either HDMI port on the board.  I am trying to breadboard start it outside of the chassis, with just the RAM, CPU, PSU, and CPU cooler hooked up.  I hooked up a speaker to the board for troubleshooting.  If I start the board (using the cases switch), then the fans all turn on but I get no signal output via either HDMI slot.  If I start it without the RAM, then I get 3 long beeps from the speaker that pause and then repeat.  I tried putting just one stick of RAM in either slot in all possible configurations, but no joy.  I never got any other beep codes while changing RAM configurations. I tried to put in the GPU while breadboarding to see if I could get video output from there.  Unfortunately, that didn't work either.  I tried multiple displays, but couldn't get output on any of them.  Not sure where to go from here.  I RMA'd the board initially last week, but clearly that wasn't the issue.  I'm on my second one now.  I tried it with another PSU that works and got the same result.  I thought it might be the CPU, but that seems highly unlikely.  It is a brand new skylake processor. I really want this board to work because of the features, but I'm getting really frustrated with it.  Any suggestions are welcome.

Sorry but must ask, is the 4/8 pin CPU power cable connected to the board?

The board will not POST without memory installed.

Every time major hardware is changed, like memory to different slots, or adding/removing a video card, the UEFI/BIOS must be cleared.

Try one DIMM in the memory slot that is the farthest from the CPU.

The BIOS version that is on your board is shown on a white sticker on the BIOS chip. What version do you have? Your memory might need a later version, but I don't know exactly.

Did you look at the CPU socket for bent pins?

Yes, the CPU power cable is connected.  I went through the whole Tom's Hardware forums checklist.  I have tried using a single DIMM in either slot with both DIMMs that I have available.  I get the same result every time. I did examine the socket for bent pins and could not see any. 
 
I actually suspected that BIOS version might be a problem.  I will check the BIOS chip when I get home and update the thread with the BIOS version.  I thought it might be an issue because the specific serial number of that memory kit is not one of the ones that was tested by ASRock on their QVR.  I thought it should work anyway, but it seems newer than most of the ones on their list.
 
Additionally, I have another kit coming tomorrow that is on their QVR by serial no. (HX421C14FBK2/16).  Hopefully that will work so if it is a BIOS issue I can flash it and then use the other RAM that I originally wanted.

So I tried out the Kingston hyper X with the same result. I made sure to clear CMOS first, but I still have the same issue as before... Not sure what else I can do.

The 6600k should have been supported since the release BIOS so with 1.50 you should not have CPU compatibility issues. The 3 beeps when there is no RAM installed means the board begins the post process and is probably working. Unfortunately that board does not have a DR. Debug LED display so we can't tell where the system is getting hung up.

You can try removing the mini PCIe Wireless card and disconnecting mouse and keyboard from the system. Basically try and power up with just the CPU/cooler, 1 module of RAM and PSU connected. It is rare but on occasion USB devices connected to the system can cause Post failure. 

Your issue sounds like RAM compatibility problems but you say the new kit is on the support list so we need to dig deeper to determine what is happening. It is very unlikely that 2 boards could be dead in the same exact way so maybe it is time to examine the other components. If the above does not work then remove the CPU and examine it thoroughly for damaged contact pads/debris as well as check the socket for bent pins/debris. Also make sure the RAM is firmly seated into the slots, on my recent review of the H170 combo I noted that the DDR4 slots in particular were a very snug fit and it took a little more force than I am used to in order to seat the RAM. Obviously within reason Wink With the board out of the system you should easily be able to see if it is seated correctly though.

It may also be worth clearing CMOS using http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal" rel="nofollow - this method. It should ensure that the CMOS is fully cleared. Also, you can try not replacing the battery for the initial power up after the clear. If the battery is damaged or defective it could cause post issues. It is possible that 2 boards could have been fitted with batteries from the same bad batch.

That is all I can think of for the time being but hopefully it will be enough to get you posting.

You're on BIOS P1.50 now and you really really should find a way to get flashed to the current P1.80 revision before sinking more money into memory.

Try using only ONE stick in rotating it among all four slots beginning at the slot furthest from the CPU.

If you find it boots this way, first prove stability BEFORE flashing so you don't hose out a bad flash in the process.

And seeings that 2133 Hyper is the slowest of the two kits you have I would start with using one stick of that. Rotating it between slots only after powered down and properly grounded.

So I finally figured it out.  Turns out the CPU was bad after all.  As unlikely as it is, they sent me a lemon 6600K.  Luckily I  had ordered it from Amazon.  So getting a replacement was really easy and uncomplicated.  As soon as I got the new CPU and installed it, everything started working fine.  So I guess the moral of the story is not to overlook the unlikely possibilities. 
Thank you everyone for your attempts at helping me troubleshoot the issue. Now I have to go start the return process for these extra parts I don't need.

I have the HDMI problem too. Like sometimes after being shutdown for a long time, the HDMI doesnt give out any signals, after 2-3 restarts its back to normal. Weird problem, wonder if its mobo or CPU related.

I cannot get my Fatality to post, have tried everything, in the forum, I have come to the solution that it is the ram, i have Corsair Vengeance LPX, 2x8bg, at 2666MHz, does anyone know if this is incompatible, when I was building this I looked and It said yes. but I am wondering. Any ideas?

I just installed a single stick of 2133 ram, still the same the mb code says 62 failure of chip initialization, have reset bios same problem, I have built maybe 20 pc's in the last 5 yrs and this just has me lost!

Make sure your power connections are correct (not using an 8pin PCIe power cable instead of the CPU 8pin) and properly inserted. Remove the CPU and check for bent pins. 

If that still does not help you can try see if the code changes if you power on without RAM installed.

Did you use the clear CMOS jumper only or did you also disconnect power and remove the CMOS battery?

Still not running correctly, windows loads , but no mouse or keyboard, then sometimes I get an A6 code, sata devices not running correctly, I have just never had these many problems with a new build before, down to the bare bones only thing connected is the hard drive and optics but then I get the A6 code, without I get install in boot device, any ideas?

Just installed another MB on the pc and it booted right up, I think it is the MB, going to return it, think I will switch to Gigabyte board, the one I installed is not a gaming board but is a Gigabyte will use it intill i research some Gigabyte gaming boards. Really disappointed with this ASRock, have always used Asus, but this was just a nightmare.

CPU: i7-7700k
RAM: G.Skill Ripjaws V 32GB (2x16) set - model F4-3200C16D-32GVK
PSU: EVGA G3 850W
HDD: 480GB MyDigitalSSD BPX 80mm 2280 M.2 PCIe 3.0 x4 NVMe SSD
GPU: Gigabyte GEFORCE GTX 1080 Windforce

I've tried rotating both RAM sticks into each slot, removing the GPU and running from onboard video, and have verified power connections to the board for both mobo power slots as well as the PCIE Power slot (old style 4pin connector). I have also tried booting from both bios options.

The bios light will turn solid red, but there is no power to the USB ports for mouse/KB nor does any video output to the monitor (connected via DVI to onboard video). The CPU fan powers on, all case fans power on, and after a short delay of maybe 15 seconds, the CPU fan appears to power down, then powers back on. However, there is still no power to KB/Mouse or video output.

Any thoughts? :(

100 series (ASRock) boards (H110, B150, H170, Z170, Q170) will all require a BIOS version of 7.0 or higher to support Kaby Lake CPUs. 99.99% of the time I see "failed to post on my 100 series board" this is the issue.

This information is clearly indicated in the CPU support list. I wish retail outlets would include this information on the product page.......

So you are using a Kaby Lake processor in a Skylake chipset board, without the appropriate Kaby Lake compatible UEFI/BIOS version installed?

This is not an issue with the board, you are wrong.

Intel has been doing this for years, starting at least as far back as their six series chipsets (P67, Z68.) Others with the same situation are X79, seven series chipsets, the eight series, X99, some processors compatible with the nine series, and the 100 series chipset boards, as you listed.

Intel has never found a way around the need for an updated processor microcode to be installed in a UEFI/BIOS update to support the new generation processor, without using the original generation processor to apply that update.

Does Intel communicate this to the retailers? Do the retailers know and don't include the information on product pages, so they don't lose sales? I would not be surprised if they didn't do that for that very reason.

In the end, who gets the most blame for this situation, and is left to try dealing with it, while having zero responsibility for causing it? The mother board manufacture! Pinch

I'm so sorry to offend all of the experts here on the board.  I'm not a computer expert by trade, and I don't understand how anyone is supposed to know that the board that I JUST bought from a large, well known supplier, has a BIOS that is several years old. 

I admit - I've not built a computer in over 5 years, and it wasn't that difficult back then.  Sorry for my lack of knowledge, but that's why I posted here for help.

All of the "help" from the experts certainly seems to be downgrading folks who are not "experts" or "geeks" - for not being one I apologize. 

That being said, I doubt that I will purchase any more ASRock HW - as I feel that I can't ask any questions here without being bashed.

You offended no person here that I can see, certainly not me, and I'm sorry if you feel you were bashed.

My explanation is simply a reaction to two things. First, to your statement about so many people, including yourself, having the same issue with ASRock mother boards. That post is now there for anyone to read, as if it is the truth of the situation. You now understand the situation, not caused by the mother board being defective or faulty, which is the only point of my explanation. I assume the "bashing" was saying that you were wrong. You had, to use your term, bashed ASRock mother boards, and I was simply defending them with the reality of the situation. I have no idea why you feel you were being downgraded. I won't take offense to being called a geek.

Second, by coincidence, your post in this thread was of the same style I've seen in other forum threads, saying simply I have this problem too, but then the post includes a link to another website whose purpose is only to benefit that person. It sure looked like a textbook case of that to me, and I commented on that. I later saw the thread you created about your X99 Extreme3 board, with details about the situation. I replied to you with a solution in that thread, and learned that you were serious.

X99 boards were in production before Z170 boards, the original topic of this thread. Your board was released in mid 2014. The last UEFI update was a year ago in 2016, and I doubt this or any other ASRock X99 boards are still in production. X99 and other Intel HEDT systems like the new X299 do not sell at anywhere near the volume of the other Intel Mainstream chipset boards, so it is not unusual for a retailer to have older stock of HEDT boards.

The situation of Intel releasing multiple generation "compatible" processors for a specific chipset mother board that requires a UEFI/BIOS update to operate has become increasingly common over the last few years. We deal with it all the time, and all the posts about how terrible the boards are has become increasingly frustrating. Intel and the retailers do nothing to warn customers, and the mother board manufactures are left to deal with it. Then whom receives the anger and threats of the customer? I do, the messenger, and the one that explained how to fix it.

No one is bashing you. As Parsec said, our responses were in regards to your comment, not you personally. Please bare in mind that your comments are also seen by other forum users and posts in these forums also appear high up in google searches when users look for their respective issues. 

We could have simply deleted your post as it was inaccurate and gave the wrong impression to anyone reading it. Instead we chose to reply and provide answers. Any perceived bashing was not intended I can assure you. Our goal here is to help the community, not offend. 

As for the outdated BIOS issue, I completely agree with you, it is infuriating. As I said in my initial response, I wish resellers would at least include a warning in the product info. Many issues like the one you experienced could be avoided that way. Sadly ASRock can't be responsible for updating BIOS versions on products that are already in inventory or are on store shelves. Once it leaves ASRock it becomes the responsibility of the supplier to manage. Ideally I would like to see suppliers offer an update service, even if it is at a small fee, that would open a popup when anyone purchases a product like this that may not work without an update.  

I hope this clears up any misunderstandings/ill feeling. Again, I can assure you no one was intentionally being offensive.
