Should we update the Bios 1.0 to a newer version for the installation of a 3950x ?

Well, according to the CPU support list https://www.asrock.com/mb/AMD/B550%20Pro4/index.asp#CPU" rel="nofollow - https://www.asrock.com/mb/AMD/B550%20Pro4/index.asp#CPU there isn't any need but good procedure is to update the firmware to the latest available when putting in a new CPU to hopefully avoid bugs and quirks the old firmware might have, especially initial release versions.
