Hello.
I have ASRock B450M Pro4-f motherboard with Ryzen 9 3900x. This CPU has 5th core malfunctioning. It's able to boot OS if i disable this specific core in linux kernel options. I want to use Windows, in which same is tricky, if possible at all.
Is there any way to lock or disable specific CPU core or CCX in BIOS/UEFI in this motherboard?

should be in your user manual

or you could install ryzen master to disable ccx

Indeed, in the manual there should be Advanced->AMD CBS->Zen common options->Downcore control. But on my system there is no "Zen common options" for some reason, so can't boot windows, so can't use ryzen master...
