Does anyone have specs on how many amps the fan headers support on the X99 Extreme 4 3.1?

The best I can tell you is a spec from my ASRock Z170 board's information page:

The CPU Fan Connector supports the CPU fan of maximum 1A (12W) fan power.

No specs given for the Chassis fan headers. That usually means the chassis fan headers are no more than that, and possibly less.

Personally, I've never had any problems with any fans I've used with my ASRock boards. Of course the problems would be with the board and not the fans, which I imagine is the reason for your question.

I've used fans rated up to 0.53A or 6.36W on the chassis fan headers without any problems.
