Would the P67 Extreme4 Gen3 motherboard be able to support booting Windows 10 from a http://www.newegg.com/Product/Product.aspx?Item=N82E16820147467" rel="nofollow - Samsung 950 Pro Evo  using a riser card, http://www.newegg.com/Product/Product.aspx?Item=12K-017B-00001" rel="nofollow - such as this ?

Since the last UEFI/BIOS update for your board is 6/6/12, the answer is no, sorry to say.

The fourth and fifth generation Intel processor boards, using the Intel 9 series chipset, needed a UEFI/BIOS update to boot from an NVMe SSD. My Z97 board had two updates for NVMe support, the first one in 12/2014, and the next in 4/2015.

Plus your platform may not even support booting over a PCIe connection.
