I have an issue where the DRAM clock is lower than it is supposed. The RAM i'm using is DDR4 3000mhz GSkill Aegis CL16. When I load the XMP profile the clock of RAM reads around 1470mhz in both CPU-Z and HWiNFO64, memory ratio is x15 while the infinity clock 1500mhz. The BIOS i'm using is version P5.20. I'm using a 5600X CPU. I don't know if its a motherboard issue or if i have to RMA my CPU.

If you have 3000Mhz ram then you should be reading a dram frequency of ~1500Mhz in CPU-Z and Memory Clock in HWINFO64. That's normal.
My 3200Mhz ram reads 1597Mhz in CPU-Z and HWINFO64.

I know about it being varied by 1-4mhz is normal but for me it varies by 30mhz which i searched for internet if people are having such high deviation and couldn't find any instances.

That is within normal variance. Bare in mind that is only a fluctuation of 2mhz
on the 100mhz base clock (multiplied x15 to get 1500). Depending on power saving,
system utilization and other factors it's normal for it to fluctuate up and down
by as much as 60mhz in some cases. It will not impact performance in any meaningful
way.
