It is not possible to overclock a CPU, on a H series chipset
Intel only allows overclocking when you use a combination of a Z series chipset, in combination with a K series CPU.
Intel implemented a check if both conditions are met, if not, overclocking the CPU is not possible.
Als when the OS starts, it takes over the control, of all hardware including the CPU, so it is best to let the OS handle this, to avoid instability

Kind Regards
