I just received my Extreme 7+ motherboard.  I opened up the motherboard box and there is a large copper plate, that looks like a heat sink,  that is under the black plastic piece that has the name ASROCK on it.  The copper plate is loose and is just slides back and forth.  Is this the way its supposed to be, or has the copper plate broken loose?

If anything is loose return the board, it has obviously been mishandled during shipping. Never take a chance on a new product.

That sounds like the Z170 chipset heatsink assembly has fallen apart for some reason.

As said above, return that board, it is damaged or defective from the factory.
