So, whenever i plug in the sata power, my pc gets stuck on the asrock screen. f11, f2 or delete does nothing. When storage devices are not connected, it goes to bios as it should. I have tried resetting the bios. Is this an issue with the power supply or the motherboard?

your details will help, speeding up the diagnostics, and when using a gmail account always check your Spam folder for replies.
What CPU are you using, which graphics card, and which BIOS version.
And you could try to connect the disk to another PC, and use diskpart to wipe all [partitions, and the partitioning as well.
On some harddisks, the power saving options of the HDD, can also cause this.
Reason for it is that the XSATA power cable does not provide enough power, for the disks to spin up.
When using a Molex to SATA power convertor cable, usually it works fine
Also specify the brand and model of the PSU Your are using
