Hello, I'm planing to change to a X99 OC Formula motherboard (main reason/s: Xeon support including ECC, 40 lanes). What is irritating for me: concerning the mb's 5 PCIe x16 slots, Asrock's manual explicitly and exclusively says: "... is used for PCI Express x 16 (or x8) lane width graphics cards" (except PCIe_3, which would be blocked by a M.2 device). I am not sure whether I am understanding that right: Is it possible, that all - or at least 4 of the 5 - PCIe slots can only be used for graphic cards? Hope I'm wrong.

You can use any PCIe device in an x16 slot, even an x1 device should you so choose. The manual should read "is capable of supporting x16 or x8 lane width graphics cards". It must have been lost in translation.
