This is on a recent build with a Z170 extreme7+ with a Samsung 950 pro and two 8Gb sticks of DDR4. Got the OS installed and system was working fine. I have one of those Xstar 27" monitors and it has never worked with this build (this monitor lacks a scaler) so I was swapping between monitors and trying different resolutions trying to get it to work. Upon unplugging the DVI cable for about the tenth time, the computer abruptly powered down. When I powered back up, the Dr. Debug cycled through lots of different values (like it always does) before settling down at 99. The manual tells me this means that there is something it doesn't like on the PCI-E bus. I have no PCI-E slots in use at this time.

I understand that the M.2 slot actually uses PCI-E lanes, so I removed the SSD to see if I could get back into UEFI, but there is no change in the behavior after doing that. Clearing CMOS also had no effect.

Sounds like RMA time, right?

It sounds like something may have shorted while you were swapping monitors. Are there any bent pins on the DVI cable? 

Try clearing CMOS using http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal" rel="nofollow - this method then if that does not clear the problem I would go for the RMA.
