Is the G. Skill F4-3200C16D-16GTZB compatible with the Z170 OC Formula motherboard?

F4-3200C16D-16GTZB is listed as compatible on the http://www.gskill.com/en/product/f4-3200c16d-16gtzb" rel="nofollow - G.SKILL Product page , under the Qualified Vendor List (QVL) tab.

F4-3200C16D-16GTZ , notice the lack of "B",  is listed as compatible on the http://www.asrock.com/mb/Intel/Z170%20OC%20Formula/?cat=Memory" rel="nofollow - Asrock Product Memory Support List

A quick comparison of specs for F4-3200C16D-16GTZ and F4-3200C16D-16GTZB reveal they have slightly different latencies:

F4-3200C16D-16GTZB  16-18-18-38-2N
F4-3200C16D-16GTZ    16-16-16-36-2N

F4-3200C16D-16GTZ has tighter timings.

So you should be fine with either F4-3200C16D-16GTZ or F4-3200C16D-16GTZB

I have had both kits. Neither kit would boot past 3000mhz. Setting XMP profile forced me to clear CMOS to get the system to boot again.  I started off thinking it was a RAM issue, so I returned my first purchase of the GTZB kit and bought the GTZ's instead. When the second kit didn't boot I searched around and saw recommendations on VCCIO and VCSSA voltages with Z170 boards. What I ended up doing was setting both manually to what XMP profile set them to. So if you have issues with XMP 3200mhz profile set those manually from auto to what the value is showing after setting XMP profile.

All this provided you decide on them. I'm running stable with no issues at all at 3200mhz by setting VCCIO to 1.10 and VCSSA to 1.15. I'm using an Asrock Z170 gaming K6 BTW.
