When I turn on the PC the screen stays black until the Windows boot screen is displayed, and I can't access the BIOS

Motherboard: Asrock B660M PRO RS
CPU: I5-12400f

This means you are using a graphics card, because the F CPU's do not have integrated graphics.
When you disconnect all M.2, SATA and USB cardreaders, the system should always go into BIOS, if that also shows a black screen, try another HDMI cable, some monitors are using on of the pins, not according to the protocol, which can cause this.
And it also depends on whether your graphics card supports GOP, that You should ask the manufacturer.
When you do get in BIOS, Disable CSM, and see what happens.
