I checked the pictures you atatched, but noticed, the CPU temperature is only 36 degrees. As far as I now, nothing happens below 40 degrees. You probably have a 4 Pin PWM fan, which is common for Intel now I will bore you with some technical info 3 pins fans layout Pin 1 = +12 volt variable 2 = - (ground) 3 = RPM sensor The speed is regulatyed by changing the voltage on Pin1
4Pin fan 1 = +12Volt FIXED 2 = - 3 = RPM sensor 4= PWM Here 12Volt is fixed, and the frequency on pin 4 sets the speed
In fact a 4 Pin fan is basically the same as a 3Pin, but inside the fan there is some electronics that interpretes the PWM sighnal and changes the voltage Intel fans, do not have the best reputation, and some aftermarket manufacturers go way above the intel specifications, when it comes to the pressure they apply onto the CPU, and can cause a socket to bend. I would contact ASRock tech support. There was someone else with a pwm fan problem with an Intel CPU and ASRock.

I still haven't solved my problem i think it's a feature, i'm living with it, i can change custom fan but i prefer stock rm1 intel fan because any people see my pc, they are know intel 12, not old pc, i like it
