What CPU? X470D4U doesn't support all AM4 CPUs.
Also, if using 2000-series, you'll need to flash the older 3.50 BIOS.
You can do this through IPMI, *without* ever turning the computer ON.

3000G APUs are actually Zen+, so they're closer to 2000-series CPU (Zen+) than to 3000-series CPU (Zen2). So it might not work with the latest BIOS. But I don't know for sure. Come to think of it, I don't own any 3000-series APU.

As for IPMI password, according to their IPMI guide pdf, "I forgot my password" will only work if you already set it up to be able to send an email to another server.

Online search result says that SuperMicro's ipmicfg tool will work on *SOME* AsRockRack boards, but you'd have to be able to boot into DOS to even run the tool. So if you can't boot, then it won't be of any use, not to mention I've no idea if the tool will work with a newer AsRockRack board like X470D4U.

If you have physical access to the computer, why not turn it on using physical power switch and see what the 2-digit LED display tells you about the boot progress?

I'm talking about the 2-digit LED display on the motherboard, called Dr. Debug.
It will display 2-digit code indicating BIOS status.

But if you don't even get there, I'd trust the IPMI status error about your power supply. I mean, if the power supply isn't supplying proper voltages, you can't expect anything to work.

If power supply is fine, maybe you forgot to hook up CPU power connector or, maybe the ATX cable isn't plugged in all the way, or something. Note IPMI stuff runs on 5V stand-by, so it doesn't need much to run.

Never mind about "Home > System Information > Power Source" information.
That stuff won't work without special power supplies.
Mine shows the same "Power Supply Error" also, since I don't have special server power supply/supplies.

If the harddrive spins up the power supply is probably fine.
How old is the system?
What motherboard, CPU, video card, BIOS, other hardware?

-------------
ASRock B450M Pro4
16 GB DDR4, 500 watt PS, AMD Ryzen-5 5600, NVidia GTX-1050, 5.70 BIOS
