I am Upgrading my CPU from a Ryzen 5 2600 to a Ryzen 7 5800x. What are the steps I need to take to Upgrade my BIOS? Do I need to load the previous BIOS before 3.7?

I don't see any restrictions listed in the BIOS page for B450 Steel Legend.
So if I were you, I'd just go straight to the latest (4.60), and then swap the CPU to 5800x.

I believe there will be a AGESA 1.2.0.8 coming soon, so once that comes out, I'd flash one more time. That way, you can be sure the whole ROM is updated, since, apparently, pre-Matisse CPUs can't address the whole ROM space, or something like that.

Flash it right before you change the CPU.
It should still boot with the old CPU but ASRock doesn't test it.

I am getting the message in the BIOS NO IMAGE FILE Detected. I have reformated my USB to FAT32.

Some things to make sure.
1. You downloaded the correct BIOS file. B450 Steel Legend is different from B450M (EMMMM) Steel Legend. For B450 Steel Legend, the file name is B45STL_4.60
2. You unzipped the file onto the ROOT DIRECTORY of the USB flash drive. That is, not in any sub-directory.
3. USB isn't disabled in the BIOS.
4. I think they also recommend USB2 device, but USB3 devices will behave like USB2 device if plugged into a USB2 port (black), so I don't think it's critical. Just try different USB port.
