I have an ASRock X299 XPower Gaming AC motherboard.
I have 3 x M.2 drives - All NVMe.
M2.1 2TB 970 EVO plus Samsung
M2.2 1TB 970 Evo Plus Samsung
M2.3 1TB 980 Pro Samsung.
The BIOS does not detect the 980 pro.
If I put the 980 Pro in M2.2 it is detected.
The manual shows 1 M2 port connected to CPU and 2 connected to Chipset.
I am guessing M2.1 and M2.2 are chipset as they support both SATA and NVme, and M2.3 is connected to the CPU but I can't tell from the manual.
Neither the block diagram of the motherboard layout indicate which is connected to the CPU.
I have one GPU connected to PCIe 1 and I have a 10G NIC connected to PCIe 5
Tried several of the latest BIOSs but I cannot get the 980 Pro to be detected on the M2.3 port.

An X299 Xpower Gaming AC, is an MSI board
Try if it is detected when the NIC card is removed, sometimes resources are shared.
And try with the 970 on M2.3
When a 970 is detected on M2.3, you know for a fact, that this M.2 port is working.
If that is the case, it is most likely a firmware or controller issue.
It sometimes happens, that the board has a problem, finding the controlelr, and on another board the M.2 does work.
Then go for another model of M.2
