AsRock B450m pro4-f motherboard starts with Ryzen 5 1600 but does not start with ryzen 5 3600 even though the bios version is p1.40 and the processor is 100% working and tested with another board.

I'm assuming your R5-3600 CPU is fairly new. I see that R5-3600XT support requires P2.10 according to https://www.asrock.com/mb/AMD/B450M%20Pro4-F/#CPU" rel="nofollow - https://www.asrock.com/mb/AMD/B450M%20Pro4-F/#CPU
So maybe your CPU is a bit newer and requires P2.10, just like the 3600XT. Me personally would just go all the way to the newest (7.40), or if scared of the latest, go to the next latest one (2.80).

Hello everyone, today I tried to install the p7.40 version, I did not notice any changes, the same is true for the p2.80 version. Despite the fact that everything works on the R5 1600af processor, and despite the fact that the R5 3600 is also working and was tested yesterday. Could it be that my board simply does not support the R5 3600?

That's weird. I suppose something could be wrong with the motherboard. Have you tried CMOS reset, and removing everything unnecessary from the motherboard? Remember, first boot after a CPU change can take extra time.
No storage, just one (furthest from CPU) or two DIMMs (in #2 slots), and as few PCIe cards as possible (so just a GPU).
