Just finished a 7800x3d/4090 build and im tearing my hair out trying to solve this issue. I'm using a B650e taichi board. When I look at gpu z my gpu is only operating in x8 1.1 no matter the load. If I bifurcate the pcie slot in the bios to x8x8 I can get the gpu to operate in x8 4.0 which is okay but I want it running in x16 4.0 and nothing seems to be able to make that work. I have to m.2 but they are in slots 1 and 2 and should not be conflicting with the gpu which is in the top pcie slot

My advice is to open an ASRock support request providing accurate information about installed hardware and steps taken to try to solve the problem
