Hello, it had tried with linux and it works, but with both Windows 10 and 11 it is a no go, following the settings:
Realtek PCIe GbE Family Controller Proprieties - Advanced Tab
ARP Offload - Enabled Flow Control - Rx & TX Enabled Interupt Moderation - Enabled PIv4 Checksum Offload - Rx & TX Enabled Jumbo Frame - Disabled Large Send Offload v2 (IPv4) - Enabled Large Send Offload v2 (IPv6) - Enabled Network Address - Not Present NS Offload - Enabled Priority & VLAN - Priority & VLAN Enabled Receive Buffers - 512 Recv Segment Coalescing (IPv4) - Disabled Recv Segment Coalescing (IPv6) - Disabled Shutdown Wake-On-Lan - Enabled Speed & Duplex - Auto Negotiation TCP Checksum Offload (IPv4) - Rx & TX Enabled TCP Checksum Offload (IPv6) - Rx & TX Enabled Transmit Buffers - 128 UDP Checksum Offload (IPv4) - Rx & TX Enabled UDP Checksum Offload (IPv6) - Rx & TX Enabled VLAN ID - 0 Wake on Magic Packet - Enabled Wake in pattern match - Enabled WOL & Shutdown Link Speed - 10 Mbps First

Power Options Profile - High Performance PCI Express - Link State Power Management - Off
Turn on fast startup - Unflegged Sleep - Flagged Hibernate - Unflagged Lock - Flagged

I had forgot to say, Bios is set to PCI Device Power On - Enabled
