Also on a Ryzen 7700 CPU... Actually, Windows 11 boot times are quite fast (10 seconds AT MOST) after the TV/monitor actually receives any video signal from the motherboard, which takes a whooping 45 to 50 seconds to happen EVERYTIME.
I've read a lot about it in the last couple of hours. I have 2 32 GB RAM chips installed, tried disabling memory context restore on the BIOS, boot times do not improve. Was unsuccessful into installing the most recent 1.28 BIOS (from https://pg.asrock.com/MB/AMD/B650M%20PG%20Riptide/index.asp#BIOS" rel="nofollow - https://pg.asrock.com/MB/AMD/B650M%20PG%20Riptide/index.asp#BIOS ), but it gave me a warning about BitLocker or something (I was so upset, I can't even remember), and after a long while of blank screen (same as the initial boot, with the motherboard / GPU not sending any video signal to the TV/monitor) BIOS still displays the default BIOS version (or so I think, it's not 1.28, anyways).
I'm out of ideas. I mean, I've read about how this new DDR5 memories and Ryzen CPU's have issues, but 50 seconds for the computer to send a video signal is just ridiculous.
Please help me.

Bitlocker warning is a textbook thing these days, because a BIOS update can change the fTPM signature. So if you're using it to encrypt anything, things can get hairy. So if you're using Bitlocker, you want to suspend it BEFORE you update your BIOS, and then re-enable it afterwards. If you're not using Bitlocker, then it's nothing to worry about.
I haven't dived into AM5 yet, but my understanding is that the boot times have significantly improved with newer BIOS(es), so I'd definitely suggest you go ahead with the update.
No idea why your update wasn't successful. All AM5 boards have some form of "flashback" function, so it should be safe to flash it to any version, as reverting to any other version should always be possible.

Bios > Advanced > AMD CBS > UMC Options > DDR Options
There you are looking for both options. Both must be Enabled.
Memory Context Restore - Enable
Power Down Eanble - Enable

I know, that is over year late, but in my b650 pg lightning long start (50 - 60 second), drops to 20 seconds, after bios update from 3.40 to 4.03, and its some problem with usb or pci, because my keyboard with led, turns light when uefi boot, when start windows boot (long) the keyboard ledlight turnoff (win boot logo stil spin, after 25-30 seconds, keybords ledlights turn on, and shows win logon screen. If in UEFI, turn off usb xhci, windows login screan shows max after 30 seconds, and when win boot spining circle, keyboard ledslight, turnoff for 2-3 seconds, or just blink, and windows start take less then 30 seconds. Problem is that, when windows loads fast, some older usb extensions runs with some error (like older BT csr usb adapter, or wifi tp-link), i.e. BT works, but csr program to rurnoff bt radio or select devices not start on win startup, and even cant turn it on manually. If turn on usb xhci in uefi, system turn on longer, but usb adapters. and programs for them works normal.
