Good afternoon

I can't start a new PC build.
My hardware:
??Motherboard: ASRock b760 pro RS.
??Processor: intel 14700kf
??RAM: Kingston KF556C36BWEK2-64
??Video card: Palit rtx 4070 dual.
??Power supply: deepcool 850w, gold.

Problem: when starting up, the red diodes on the motherboard light up - BOOT, VGA.

What I tried to do:
??Changed the RAM to ADATA XPG Lancer [AX5U5600C3616G-DCLABK]
??changed the video card to Asus gtx 1070 turbo.
??I tested the new video card (4070) in my old PC. It launched successfully and is working.

What else can I try to check the components?
