I am building a new PC with these components

I meticulously got everything put things together. It's been a while since my last build (2013) so the m2 SSD was new to me.
So upon first attempt, the motherboard had a red light at the bottom and CPU fans were spinning so I turned off and looked that up and indicates something is wrong with either the CPU, memory or storage. On first attempt I only had ATXV12V1 plugged in, thought the m2 needed power but first tried removing the Crucial T700, now there was no red light but no post.
Also, I am relying on using the onboard graphics using the HDMI port via the CPUs IntelĀ® UHD Graphics 770 GPU
I then tried all of these without the m2 T700 installed
swapping the memory locations A2 > B2, B2 > A2 same Single memory module in B2 plugging in ATX12V2 Remove/put back battery Reset CMOS with jumper plugged in an old SATA drive All of these attempts result in the motherboards Intel Z790 chip cycling through different colors when the power to the PSU is turned on, then a faint beep from the PSU when the power button is pressed but nothing else happens, no fans spin, nothing.
