New Build Computer questions 

MB: ASRock Fatal1ty H170 Performance
OS: Windows 10 Full 32/64 bit (Install via USB Flash Drive)

System OS will be installed on a 128 Gb SSD, SATA3 Internal Drive
Everything else (operational programs, games, etc.) will be on one 3TB SATA 6Gb/s Internal HDD (at least 3 Partitions).
Storage (for downloads, raw install programs/games, pics, etc.) will be on one or more external USB HDDs (one-250 Gb, one-1Tb/3 partitions)

When I say 'New Build' I'm meaning the parts are on their way to the UPS warehouse today (31 May, 2016) for shipment to me. That's REALLY new!

There is a 'thingie' listed on the MB page called "Live Update & APP Shop"
On the Web Page - "Support/Drivers & Utilities Download - Windows 10 64 bit/", there is a list of downloads for 7-Drivers and 9-Utilities (including Norton Security and Windows 7 USB Patcher, neither of which I will be using).

The questions I have are:
1) Will the 'Live Update' Auto-Install or Auto-Download the updated Drivers ? 
1a) Will I be notified before it downloads? 
1b) Should I download the updated drivers to the Install USB Flash Drive (if possible), or to the System SDD (and install later), or to one of the External Storage Drives (and install later) ?

I'm assuming the Updated Utilities will need to be downloaded/installed via the APP Shop. 
2) Is the APP Shop a 'freebie' Smile, an 'Extra-Cost' (one-time charge) item Dead, or a Subscription (monthly/yearly charge) Cry ?

Parts for my new build should be arriving within a week, and I would like to know the answers to my questions BEFORE I start building. Thanks for your kind help.
