Would be ideal if you post detailed system/component specs... it's hard to debug when no one is aware of what components (RAM, power supply, CPU, etc) you are using on the board.

Without knowing anything else:

0a) Make sure BIOS version on board supports the CPU you have installed.
1) Make sure CPU is seated correctly on slot
2) Make sure RAM is seated correctly -- try using only 1 DIMM and/or using a different memory DIMM
3) Make sure video card is seated correctly -- try changing video cards if possible

Clear CMOS using http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal" rel="nofollow - this method then post back your results.

Also please provide system specs and answer the following:
Age of PC?
Is this a new problem?
Did the PC work normally before?

No, the Dr Debug LED display is not going crazy when it shows those numbers, which are called POST codes.

It is normal for the codes to be displayed on the display. If the PC completes POST, the codes disappear. If one code stays on the display, and does not change or turn off, that code tells you in general what is wrong. Since there was a problem with some part of your hardware, the PC could not start or boot, and the startup process was stopped. This can happen to any PC.

So the last code you get is d6, is that right?

If you look at your board's information page, the FAQ section has information about the Dr Debug codes. You can find that here:

http://www.asrock.com/mb/Intel/X79%20Extreme11/?cat=FAQ" rel="nofollow - http://www.asrock.com/mb/Intel/X79%20Extreme11/?cat=FAQ

We can see that a d6 code is a problem with the video card:

The VGA could not be recognized. Please clear CMOS and try re-installing the VGA card. If the problem still exists, please try installing the VGA card in other slots or use other VGA cards.

What video card are you using, and which slot is it in?
