There was this configuration:
Asrock Z790 PG Riptide (BIOS 10.01, 11.07, 12.05)
Intel i5-13600KF
Palit RTX 4070 Ti GameRock Classic (NED4070T019K9-1046G)
Thermaltake PF3 850W PSU
Everything worked great.

After changing the processor to Intel i7-13700K
After logging into Windows, the computer reboots in less than a minute.
The effect is permanent.
It works in safe mode. Uninstalled the nVidia graphics driver - everything works, before installing the nVidia driver (tried several different versions)

I tried to install a clean Windows 11. Before installing with the nVidia driver, everything worked fine.
The processor passes tests in OCCT.
As soon as I install the nVidia graphics driver (or Windows downloads it itself), after 5-30 seconds the computer reboots.

I tried resetting the settings in the BIOS, disabling IGPU - no result.

Minidump has the following errors:
VIDEO_TDR_FAILURE (116)
Attempt to reset the display driver and recover from timeout failed.
Arguments:
Arg1: ffffda072afd8050, Optional pointer to internal TDR recovery context (TDR_RECOVERY_CONTEXT).
Arg2: fffff8077adef600, The pointer into responsible device driver module (e.g. owner tag).
Arg3: ffffffffc000009a, Optional error code (NTSTATUS) of the last failed operation.
Arg4: 0000000000000004, Optional internal context dependent data.

VIDEO_TDR_CONTEXT: dt dxgkrnl!_TDR_RECOVERY_CONTEXT ffffda072afd8050
Symbol dxgkrnl!_TDR_RECOVERY_CONTEXT not found.

FAILURE_BUCKET_ID: 0x116_IMAGE_nvlddmkm.sys

As a result, I returned the i5-13600KF back, everything works with it. Apparently there is some kind of conflict with IGPU.

With another 13700K processor, same thing.
What else can we try?

Temporarily installed i7-13700KF. There is no such problem with him. All tests pass.
Apparently there is some kind of incompatibility between the Palit RTX 4070 Ti and the integrated video i7-13700K.

I installed i5-14600K - the problem repeated itself.
In BIOS in Advanced Chipset\Configuration:
installed PCIE1 Link Speed ?‹â€‹[Auto] - freezes and reboots
installed PCIE1 Link Speed ?‹â€‹[Gen1] - works
installed PCIE1 Link Speed ?‹â€‹[Gen2] - works
installed PCIE1 Link Speed ?‹â€‹[Gen3] - works
installed PCIE1 Link Speed ?‹â€‹[Gen4] - works

Installed i7-13700K - the problem repeated:
installed PCIE1 Link Speed ?‹â€‹[Auto] - freezes and reboots
installed PCIE1 Link Speed ?‹â€‹[Gen1] - works
installed PCIE1 Link Speed ?‹â€‹[Gen2] - freezes and reboots
installed PCIE1 Link Speed ?‹â€‹[Gen3] - freezes and reboots
installed PCIE1 Link Speed ?‹â€‹[Gen4] - freezes and reboots

I installed a simpler video card - Palit RTX 4060Ti JETSTREAM 16GB (NE6406T019T1-1061J).
Everything works with it, PCIE1 Link Speed ?‹â€‹[Auto], and [Gen4] (Only this video card is PCIE x8, not x16 like mine)

I installed my video card in another PC with this config:
Asrock Z690M PG Riptide/D5
Intel i7-13700K
Everything works, tests pass.

Opened a support ticket.
Advised
Regarding your question, please roll back the BIOS to 11.07 to see if the same problem will occur.
Please also try:
1. Please install only one RAM to B2 slot.
2. Please load the BIOS to default by referring to page. 26tp clear CMOS.
       https://download.asrock.com/Manual/Z790%20PG%20Riptide.pdf" rel="nofollow - https://download.asrock.com/Manual/Z790%20PG%20Riptide.pdf
3. Please clean install the Windows 11 and try to see if the problem can be fixed.

It did not help.
