Non-ECC CL14 DIMM . I installed Windows 10 Pro using an external cd/rom drive, and installed all
drivers supplied by the AsRock installation cd-rom that came in the box.. This is my case,

The
computer won't boot with 2 sticks of RAM loaded in the computer.
The computer only boots with 1 stick, in the first pci slot. I tried
inputting 1 chip into another slot besides the first and my computer did
not boot up. I've tested dual sticks in 1+3, 2+4 as well as single
sticks in 1, 2, 3, 4. The computer will not boot. It will only boot
with 1 stick, and that 1 stick only functions in slot 1. By not booting, I mean that the computer turns on (fans on, leds on) but the monitor stays black. With memory in slot 1 only, it boots right up showing the Asrock boot screen followed by Win10 login screen. Any ideas on where to start?

What BIOS version do you have?
Each BIOS update includes better support for newer RAM modules, you might find you have to upgrade the BIOS to suit the sticks you have. The latest is now v2.20, but I'd suggest contacting ASRock support first for their advice.
Before you do, check the sticks you have are on the memory support list. http://www.asrock.com/mb/Intel/H170M%20Pro4/?cat=Memory%20%20" rel="nofollow - http://www.asrock.com/mb/Intel/H170M%20Pro4/?cat=Memory They might just say "too bad" if not on the list.
