Hallo, i just bought a new PC Case and after installing all hardware parts and using the PWM function for the first time i noticed that my CPU(5690k) is stuck on 43C.
The core Temps fluctuate from 35-68C but the CPU Temp wont change from the 43C so the PWM control becomes useless and i'm forced to use only one setting for the fans.
Is that a common problem and is there any way to fix this?

I imagine you really have an i5-4690K, Haswell-R (Refresh) processor, since a 5690K does not exist as an Intel processor model. But no big deal.
No, that is not a common problem, quite rare actually, the first time I've seen it in this or any forum.
You're saying the PWM fan speed control does not change the CPU Cooler's fan speed, because of the unchanging CPU temperature, which seems to be the CPU Package temperature, right?
What UEFI/BIOS version are you using? Did you try clearing the UEFI/BIOS? You should perform a full clear by moving the Clear CMOS jumper to the clear position, and remove the battery in the board for at least 10 minutes.
What are you using to monitor the core and CPU temperature?
Given what you wrote, you did not have this problem before you moved your hardware to the new PC case?
You said you are using the PWM function for the first time, so you may have changed the CPU cooler? Or are you just trying a different configuration in the new case?
Is the PWM function you mentioned, provided by your mother board, or the PC case?
The CPU Package temperature would change with the hardware in the other PC case?
This may be a worthless suggestion, given the apparently unchanging CPU temperature, but did you check the connection of the CPU coolers fan, is it on the CPU_FAN1 header?
What CPU cooler are you using, and what type of connection does the fan have, three pin or four pin?
You are using the fan speed control options in the UEFI, in the H/W Monitor screen?

configuration in the new case? - I bought the NZXT H440 with the build in "fancontoller" it splits the CPU-1 fan PWM signal to all my fans(6 in the case) I use water cooling

it on the CPU_FAN1 header? - Yes i can control the CPU_FAN1 PWM settings in the BIOS and they change accordingly but only when i change it till 43C and it never changes the speed not even when the Cores get to 68C
What CPU cooler are you using, and what type of connection does the fan have, three pin or four pin? - I use a Heatkiller water block and the fans for the Radiator are all conected to the CPU_FAN1 per PWM to the NZXT H440 fan controler (working as intended if the CPU temp would change)
