So rest of the build first,

i7 6700k
32gb (2 16gb sticks) of crucial ballistix 2400mhz
samsung evo 850 + 1tb wd blue hdd
the aforementioned asrock z170 extreme7+
evga 650w p2 psu
gtx980ti.
dvd rw

Trying to setup and install windows 10 on this, I was trying this with cpu, psu, cooler, single stick of ram, optical drive. Ram was in A1, optical and ssd were in sata 1 & 3. Booted up the computer, it'd get past the "f2 or del blah blah" screen and show the windows icon then shortly afterwards it would freeze. Keyboard would stop responding (num-lock would no longer change LED status). There was no dr debug message, so it was post POST i believe? Killed the power, unplugged psu->wall connection, let it sit for a min, re-plugged let it try again. Same issue.

I also tried a different windows cd, A different optical drive (usb), both sticks of ram (both as a pair, and both individually), the HDD instead of the SSD, and different ram slots. Thru the various attempts, the progress was mostly the same (sometimes a loading icon appeared under the windows logo and promptly froze). This freezing also occurred once I entered the uefi config (this freezes with a dr debug code of Ab, i think its a b anyways), under simple and advanced options.

Short and sweet, what should i do from here?

I take it all components are new?

If not, are you using any old SATA cables with the system? As a matter of course I always change mine whenever I replace a motherboard.

Could you list the model number of your RAM too, it is helpful in determining any potential incompatibility.

Some things to try:

Remove all drives from the system other than the one you plan to use as an OS drive (being sure you use a new SATA cable) and see if you still freeze.

Move the RAM into slot B1 and see if you have the same issue.

Remove all non essential USB devices from the system, including the front panel USB 3.1 cable.

Also try clearing CMOS using the http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal" rel="nofollow - battery removal method .

The issue is not POST related as the system is not displaying a post code and the freezing is occurring after the windows logo appears. Power On Self Test for anyone reading here who does not know occurs prior to the system attempting to boot.

Let us know how it goes and good luck.

All components are new (except the gtx980ti but I haven't even bothered putting that in yet).

New Sata cables that came with mobo.
ram: bls2c16g4d240fsc (iirc its not listed as supported on the list but BLS16G4D240FSC is which is the single stick version, assuming the 2c means 2 piece?)
Encountered same error in B1 ram slot (I've explicitly test both sticks in b1 and a1).
Removed all drives(usbs etc) except for the SSD (in sata 0) and optical drive (in sata 1).
Attempted 10 minute cmos reset, same issue. I'll leave it cmos resetting over night next (guide says 4 hours, i'll assume 8 hours shouldn't have a negative impact).

try a ps2 keyboard or a different usb keyboard without the mouse connected. As Xaltar suggested NO front panel/s connected.

Keyboard is plugged into mobo usb (not front panel), no mouse plugged in. I'll look for ps2 keyboard to try.

Are you sure you are using the Intel SATA ports, and not the ASMedia SATA ports? The ASMedia SATA ports are below the SATA Express connectors, and above the other two Intel SATA ports. Just checking, that happens all the time.

Your Crucial memory is compatible according to Crucial, and you are using the correct DIMM slots.

The freezing in the UEFI is not related to the Windows freezing. Would you be using Windows 10 Anniversary addition, which is known to cause freezing? Or is just recently known to cause freezing?

It's win home 10, 64bit. Version on packaging is 1511.
4+ hour CMOS reset, still having the same problem.

How likely is it that the freezing is different problems? It seems to generally freeze x amount of seconds after the "f2 or del.." screen.

Sata plugs are not in the "sata3_a1.." which are the as ones that were mentioned.

Pull the video card, all sata drives, no plugged in usb, just cpu with fan connected to cpu fan header, and ram, only keyboard and monitor, don't hit del on boot. What happens?

If successful, plug usb drive with windows on REAR usb port. Still working?

Shut power off,...completely. Wait. Switch BIOS to B. Does it boot to UEFI and can you navigate?

No video card, no sata plugs connected, just monitor, cpu, cpu cooler, stick o ram, keyboard. It boots into asrock ez mode, waits a little bit, then freezes. (CPU/mobo/voltage stops changing and no keyboard input dose anything at this point)

I did the switch to B, first power on it turned off before getting to bios. second power on it got to bios, chilled for a bit, then it froze.

Using the back of your curled fingers run them over the heatsinks of the MB.

They should radiate warmth, not hot.

If one is lifted there will be hot heat  radiating from above it.

If there is heat, power down, let it cool, the remove the MB and look that all the heatsink retainers are secured through the board to the backside.

Also check for bent cpu socket pins.
