A better question is is there something holding your computer back that you feel that this new BIOS will address?
Yea, Sorry. I'm not a big proponent of flashing BIOSes unless the newer one corrects an issue I'm having. I spend an inordinate amount of time tweaking inside a BIOS to have to redo it afterwards. And that's assuming that all the lines/settings I've tweaked are there still after flashing a new one to it.
Give it a whirl.

I have this board, have not tried that version yet.
Interesting change in the numbering scheme for UEFI versions. I suspect this may be in anticipation of Kaby Lake processors, since the CPU microcode was changed. Otherwise, it might be a fix or improvement for Skylake processors.
TPM module update may be adding options for the TPM module, or a new version. ASRock has two now:

Plus who knows what other surprises we will find in the new version. Not unusual to find one or two.

Hey,
i have this MB also and i flashed it yesterday to v7.1.
I've got the following problems with the new update:
- with an installed tpm-module, i cant enter the uefi screen by pressing "del" or "f2". After unplugging the tpm, i was able to enter the uefi
- most of my harddiscs (connectet to the black sata 3 ports) are not listed in the "storage" section, but they appear in the "boot-priority list

The TPM module configuration screen was modified, so a reset of the TPM module seem to be necessary. What TPM module are you using?
The "black SATA ports" could be Intel or ASMedia, two different SATA controllers. The four at the "top" of the board are the ASMedia. So not sure which ones you are referring to.
What kind of drives are they (HDD, SSD), and do you have the Drive Type setting configured for each drive? Drive Type is valid only for the Intel SATA ports.
Are you using any M.2 drives?
The Storage Configuration screen seems to be retaining my non-default settings after updating to 7.10. That includes the Intel SATA mode set to RAID, and the ASMedia controllers Disabled. All I can say is... Great!! Actually, that is not new, but I'm glad it is still there. Not to mention the PCIe Remapping options being retained. Some of us know why that is a good thing.
Also, a nice surprise about the M.2 slot entries in the Storage Configuration screen. Who else knows what it is?

Flashed it yesterday,...did not break my RAID,...yeah! :) Why no updated IRST firmware? :( Why can't I reuse a profile saved from another/previous UEFI firmware update :( I wish they would tell us of all the changes in updates!?

You see the PCIe Remapping Options shown in Storage Configuration right after you go into the UEFI after the update, right?
If so, are they enabled or disabled?
Did you notice that your 950 Pros are now shown in the M.2 slot entries in Storage Configuration? At least my two NVMe SSDs are now shown there, which is new. With your 950's in a RAID array, maybe they aren't shown.

I'm not 100% sure about this, but I believe that is caused by the nature of the UEFI code. The location or alignment of a UEFI option can change between versions. Or for some other reason, matching the profile from one version of a UEFI/BIOS to another version, simply does not work.
There might be a clue about this in the size of the .zip download files. They are rarely the same size. Yes, that is related to the compression of the contents of the source file, but the size of the extracted file is always the same. I have all of the UEFI versions of the Z170 Extreme7+ saved, the compressed files range from 7,271KB (1.40) to 8,073KB (1.70). The extracted file is 16,384KB.
I wish I could reuse my profiles, and I usually don't have enough profiles. wardog, the OC Formula boards have at least 10 profiles available.
You can always use a USB flash drive and F12 the UEFI screens you want to reproduce. Primitive but better than nothing.

Not doing that seems to be a long standing tradition among mother board manufactures. Or the infamous, "Improve system compatibility", or "Improve stability" statements in the description, which could mean anything.

Yes, my 950's raid array aren't yet shown there. Same thing in Samsung Magician ....

In ACHI mode they show up,...but not RAID mode. I think because you can see them in the IRST menu before and after creation it's OK.

The Samsung Magician software has never been able to detect ANY of their SSDs, SATA or NVMe, when used in a RAID array, in any version of that software. Nothing new and not a problem with your board.
If you check the Magician User Guide, you'll find it does not "support" RAID. There are multiple versions of RAID, Intel's use a common standard, but others exist. Each would need its own detection and translation system in the Magician software.
For years the Magician software did not work with AMD's SATA/AHCI driver. Only MSoft and Intel drivers. AMD SATA drivers were finally supported in late 2015 or early 2016.
The Magician software's message when it detects RAID implies something is wrong with the PC. "AHCI Mode is needed...", or something like that, which is misleading, RAID has every feature of AHCI. But the 950 Pro is not a SATA protocol drive, so AHCI does not apply, it is NVMe.
RAID does prevent detection of drives in the usual way, for drives in a RAID array. Use the IRST entry in the UEFI, and the IRST software in Windows to see your 950 Pros, that's all you need. Plus you should see them in System Browser.

I finally got the time and I've done installing the new BIOS 7.10.
What has changed:
in OC Tweaker/DRAM Configuration some values for XMP profile as tWTR_L, tWTR_S, tRDRD_dd, tWRRD_sg/dg, tWRWR_dr/dd.
What is new:
in Advanced is new item Trusted Computing - Security Device Support
What is bad:
In EZ Mode at storage configuration is missing connected device DVD at SATA3_A4. And more - port SATA3_A3 and SATA3_A4 are just displayed as blank, not 'n/a'. Despite the fact that the device is seen in the boot menu.
The result is that I went back to the previous version of BIOS 3.10.

You lost me about the ASMedia SATA ports. I don't use them so can't check myself.
So you have drives connected to those ASMedia SATA ports? That are seen in the Boot order, but not in the EZ Mode display? I also do not understand the difference between blank and N/A.

Ok, that does not sound good.
I don't have an optical drive in that board's PC, and just one SSD on an Intel SATA port. All other drives are M.2 SSDs in the M.2 slots, and one in an M.2 to PCIe adapter card.
I normally do not use EZ Mode, but I'll look at it today with my setup. I can't verify most of your issues without some work. I believe what you said, I just can't say, "me too".

Are Asrock BIOS upgrades cumulative (the last BIOS version includes updates done in all previous versions)?
Can I update the BIOS to the latest one directly without updating of previous versions?
