i have got a new AsRock N68c-GS4 FX for my cube matx setup.

no matter what i do it only says Pcie 16x @ 1.1, even with the gpu-z render test it won't budge
and when you point your mouse pointer at the bus interface it says that it supports pcie 16x @ 3.0 but its only running at 16x @ 1.1

i have tried many thing and can't find the answer. does my motherboard supports atleast pcie 2.0?

specs:

Proc: FX 4100 Black ed. (also i have a 8350 Black ed. still shows as pcie 16x  1.1)
mobo: AsRock N68c-GS4 FX
Ram: 16gb ddr3 gskill 2x8gb
gpu: Sapphire RX 480 reference 8gb
PSU: Cougar SL 500w

any ideas whats wrong all the items are new i have even got them replaced, still same results

The GPU supports PCIe 3.0 but the motherboard does not. A quick look at the board specs and it appears the board uses Nvidia's Nforce 630a chipset which was released along side the Geforce 8XXX series almost 10 years ago. I could't find any direct info on the PCIe specs for the 630a chipset but I would imagine it is PCIe 1.1 like the old board I used with my phenom II x4 955. It also used the NF 630a chipset and I upgraded to an AMD 790 chipset board to enable me to use DDR3 and PCIe 2.0.

If the above is all accurate, and I am fairly sure it is, then your system is performing exactly as it should. Even if the RX 470 were able to fully saturate your PCIe bandwidth the FX 4100 will bottleneck that GPU long before then. In all honesty I don't think you would see any marked difference in performance, maybe 1 - 5 FPS in very particular usage scenarios. 

Bare in mind:

PCIe x16 1.1 = PCIe x8 2.0 = PCIe x4 3.0 

When it comes to bandwidth and AMD still permits crossfire of it's highest tier cards at X16 + x4, this means that the top tier cards are likely unable to fully saturate PCIe 3.0 x4 bandwidth yet.

It's pretty amazing that a 10 year old chipset can still pass muster with today's AAA titles. Everyone always bashes on AMD for being behind the times but in the end, their tech has really stood the test of time. Amusingly the chipset is provided by Nvidia but for the AMD platform. I miss Nforce chipsets, had a lot of fun with them back in the day.
