" rel="nofollow - Is this with a fresh windows install or are you trying to use a previously installed windows version from another system?
Is this a new build or one that was working and then stopped?
What are your full system specs? Please include power supply make and model, RAM make and model number and any extra peripherals you may be using.

If you are trying to boot into an OS from a previous build then there is your problem. You can't use an old OS install that was set up on different hardware, it will not have the correct drivers for the system to boot properly. It is always best to perform a fresh OS install with a new build/major upgrade. It is possible to make it work but it requires a few steps before moving the drive to the new system. I do not recommend using an old OS install on a new system as it will cause issues but if you must:

Boot into windows on the original system (whatever motherboard was used with the drive originally)
Run MSconfig.exe
Set the system to boot into safe mode on the next boot
Save and exit without restarting
Shut down
Install the drive on the new motherboard and boot
You should boot into safe mode if all went well
Run MSconfig.exe again and uncheck safe mode then restart

i also tested  win safemode (per F8) and it crashed always after atipci.sys

the bios set dram voltage to 1.7 , but both rams support 1.5 v - are im wrong here ?- is this a different think ?

i will try you tip with msconfig.exe maybe tomorow

Just won't work.

@Xaltar and ari

Kingston HX316C10FK2/8 is shown on Kingstons Compatibility List as compatible:
https://www.kingston.com/us/memory/search?DeviceType=7&Mfr=ASR&Line=Motherboard&Model=80343

There's very little reason this memory won't work. If the BIOS comes up and recognizes it and your temps are ok I'm betting someone is booting an old OS install that is not compatible.

Change that DRAM Voltage to 1.5, as it should be, Save and Exit from the BIOS. Do this before proceeding ANY further!! 1.7 is too too much.

" rel="nofollow - What version of windows are you using? I am going to guess XP as you were able to press f8 to load safe mode?

If it is XP then my steps will not work, your only choice then will be a fresh install. I need to point out here that the problem is not with the system but with the lack of drivers for the OS to boot. Before you change any more settings perform a clean install of windows. Don't forget to set your RAM voltage back to 1.5 as Wardog mentioned, you could damage your system with 1.7v.

" rel="nofollow - 1.7v won't damage the system right away, only with prolonged use if the RAM is not specced for 1.7v. Some faster DDR3 RAM (2400+) is rated at 1.65v by default.

Is the board new or purchased used? I see no reason why it would default to 1.7v unless someone used 1.65v RAM in it before you got it. It may have been tested at a store for example. Either way, no damage should have been done so soon.

" rel="nofollow - the board is new
i loaded also the standart biossettings(load uefi defaults)  and update the bios via internetflah
so you mean the rams (which was working fine before ) are not toast ?

They shouldn't be. 0.2v extra, although quite a lot, shouldn't be enough to kill them that fast.

RTFM. That's why they give one with every motherboard Wink

It states which slots to use.
