So far with my OCF I've had my GTX 1070 in the top TWO slots w/o issue. Mind you, YMMV, yet that is my experience here.

It looks like the PCIE2 slot is an x8 slot electrically, while it is x16 physically.
The difference between PCIe 3.0 x16 and PCIe 3.0 x8 is said to be about 1% difference in performance.
Only the x16 slot closest to the CPU socket is x16 electrically.
EDIT: The PCIE2 slot is only x4 electrically according to the specs. The PCIE4 slot is x8 electrically, the PCIE2 and PCIE6 slots are x4 electrically.

Thanks for the info guys. I'm trying to watercool a Corsair 600q case and there is just not enough room for the pump between the GPU and bottom radiator.

Well, don't put your GPU in the second slot like I had. It was only there temporarily thus I didn't notice the x4 slot.
