I've got a Asrock Z97 Extreme6/3.1 LGA1150 Motherboard, I plugged two [ARCTIC F14 PWM PST - 140mm Standard Low Noise PWM Controlled Case Fan] into the 4-pin fan header chaining them together.  When you hit the power button, they 'flinch', but don't spin-up.

I then tried using a powered [Akasa AK-CBFA03-45 Flexa FP5 PWM Splitter Cable], but the fans still don't spin up. 

Is it expected that the fans will only spin up when the motherboard gets warm?

No, the fans should run all the time. I suppose it is possible that those fans need a higher setting in the fan speed configuration to start spinning. There is no standard starting voltage or signal level for PC fans, they are all different. No idea what you have it set to now.

Which fan header are you using, the CPU_FAN1 four pin header?

As a test, disconnect one of the fans from the adapter cable, and see if the single fan runs using the adapter cable. The connector to the mother board of the adapter cable only goes in one way correctly.

Yes, I'm using the 4-pin Chassis Fan 1 Header.   I did connect a single fan to the header and it behaved in the same way, the fan flinched on start up, then nothing.
