Ok, if i turn my computer off with windows shutdown. When i come back to it, the PCI LINK WIDTH is stuck at 1x. If i reboot it's 16x.
This is with all the bios after revision 1.29BETA. All previous beta is alright. Cold boot at 16x no problems.
After that bios all are doing this
Hardware : Asrock PG Lightning Wifi B650E, 32 GIG 6000mhz, CL30, 7950x3d, Gigabytes Gaming OC 4090

i wanted to add that is has the affect of limiting the wattage in game at 250W ish, i get low fps because of this link speed.
I can reboot, but it's annoying ;(

I've got a B650E Taichi and it has the exact same issue.

tried wiping everything with DDU reinstalling the GPU drivers?

Yup the only thing that fixes it is flashing bios with âgesa 1.0.0.7c or prior to this.
It's definitely a bios issue because I can 100% replicate this

Here what i did 3 weeks ago.
I was on original FW V1.28, updated to 3.01
Saw that i had poor performance when cold booting from windows shutdown, game FPS was low and power usage from GPU was lower (about 250W max), more stutter. Confirmed that each time PCI WIDTH Speed was 1x with CPU-Z Upon Windows reboot, PCI WIDTH speed was 16x
Flashed back FW1,28
No more problem PCI WIDTH always 16x (shutdown from windows more than 10 times)
Tried 2.02, same behaviour from cold 1X Tried 2.08 and 2.10 same behaviour from cold 1x
Reflashed to 1.28, fixed always 16x ok Tried 1.26BETA Always 16x ok Reflashed to 1.28, always 16x ok

Hi same problem here but with my B650E Taichi Lite 7950x3d and 4090 ROG Strix OC.
Today i saw that i'm at x1 with GPU-Z.
I try to move my NVMe to another place. After that i came back to x16.
After 1 reboot my GPU came back to x1.
I try to lower the BIOS with 1.26, after disconnect/reconnect my GPU my first boot was in x16. I reboot after drivers install (thunderbolt) and x1 again...
What can i do? / RMA? I don't know if it's my GPU or my MB :/

No you have to install bios with agesa 1.0.0.7c and older it's the only fix so far. Otherwise reboot the system and it comes back

Haha i try my BIOS 1.29 (beta) with 1.0.0.7c and i have x4 instead of x16.
I'm going to change my MB, too many $$ for that bad lottery -_-
