The PC start up process has two parts. The first part is the POST (Power On Self Test) process, and the second part is the actual booting, or loading and running of the Operating System, I assume you have Windows.

The POST process does tests on the hardware on a mother board, and the other hardware connected to the board. The more complex the mother board is, and the more hardware there is connected to the board, the longer the POST process will take.

X99 boards are the most complex PC mother boards that are available. The X99 chipset is based on an Intel server chipset, which values stability over a fast POST process time. X99 boards are known to have the longest and slowest POST process. That is normal and not an issue.

The fastest boards to POST are very simple boards. You may have a high performance CPU and 32GB of ECC memory, but that does not make the POST process faster. It actually makes it slower. POST must check all your ECC memory, which takes longer than regular memory.

If you have a POST beep speaker connected to your board, and the POST beep option enabled in the BIOS, the OS boot process does not start until you hear the single beep indicating POST completed successfully. Do you know how long that takes with your PC?

All the other hardware in your PC will affect how long POST takes. You have not told us anything about any other HDDs you are using, or other devices connected to your PC. We need to know what other hardware you are using.
