For some reason i am only getting 6 cores and 12 threads on my processor i have been all over my Bios on my MB and have not been able to find out what is stopping it from going to 8 cores and 16 Threads plz help http://imgur.com/HJUKhR2" rel="nofollow">

The Ryzen Master Utility!
It appears you've somehow disabled cores 7 and 8. Enable them.
edit Not "AMD Master Utility" but "Ryzen Master Utility"

Thank you for the information the issue seems to be is that the Pop up to restart my computer AKA Power cycle is not coming up so i can't enable them

Well, I'm working blind here as I don't yet have an AM4 system, so bear with me, huh
IIRC, if it's like the AMD Over Drive utility, you could try uninstalling the Ryzen Master Utility(RMU) then reboot(which I believe RMU will prompt to do anyways to erase settings). It, RMU, loads and applies any settings only after Windows loads. So uninstalling it should "erase' the parked two cores.
Let em know how that goes please

^^^^ If that fails, which I do not believe it will, enter Safe Mode and try to unpark those two core and see if the reboot popup is shown.
OH. Just thought of this.
You MUST be doing what pg24 states as Administrator. That may be why you don't get prompted to reboot
