This is a new board, and a new build? First time you've used this board? What model CPU are you using? Many compatible processors require a specific UEFI/BIOS version, or they will not work at all. http://www.asrock.com/mb/Intel/Z87%20Extreme4/?cat=CPU What UEFI/BIOS version is currently in the board? The CPU and GPU fans spinning are not at all related to the CPU working or not. Do you have both the 24 pin ATX and 4/8 pin CPU power cable connected to the board? The CPU will not work unless the 4/8 pin CPU power cable is connected. No it's not a new motherboard. Recently it just stopped working so I've been trying all sorts of things to fix it. I'm using a 4770k. It's on the latest BIOS. 3.40. Yes, the 4+4 power connector and the 20+4 power connector are plugged in.

suggestions to try: 1.
Clear CMOS to load BIOS
default. Please check

Please check power supply is
plug properly and power supply switch is on. 3.
Only install CPU and one stick
memory to check if the system can boot into BIOS properly. 4.
Please try to install one stick
memory at A1, B1, A2 and B2 slot to check if the system can boot into BIOS
properly. 5.
Reinstall CPU and check if CPU
socket pin is fine. 6.
If it is possible, please
change another CPU or DRAM to check if the system can boot into BIOS properly.

I got my motherboard/CPU checked at a local computer store and it turns out the motherboard is 100% dead. I'm looking at getting another motherboard off eBay so hopefully that'll work. Thanks for all the help so far. :)
