When you say the PC won't boot or start after moving the video card to the other (PCIE4) slot, do you mean you get nothing on the monitor? Or what exactly happen?
The second PCIe slot, PCIE4, is a PCIe 3.0 x4 slot electrically, not x16. The PCIE4 slot may be connected to the Z270 chipset, rather than the CPU's PCIe 3.0 lanes, I can't tell exactly from the manual. The PCIE4 slot is specified to work only in AMD CrossFireX mode, given what I see in the manual.
Any particular reason you want to use the PCIE4 slot for a video card?

Hello parsec and thanks for your answer.
The monitor stays black. I can hear the fans running but nothing on the screen. I wanted to use the other pci express slot because my graphic card is reallly warm and I wanted to see if the temperature was better. But I already did that several times and the other pci express slot worked every time.

Yea. Thought so.
Youi're prolly gonna have to sacrifice some dB's fan wise to keep her cooling on par.

Yes fans are running 100% to keep it under 75 degrees Celsius when playing. Actually I moved it to the other pci express slot to see if it was better but the PSU is just under it so temps was worse. When I moved it back to its original pci slot, nothing worked... i don't know what to do now.

You haven't forgot to re-apply the power back to the GPU have you?
1080ti ....... You suck

Every thing is plugged in properly. I just don't understand what could have happened

Read the manual on the method to pull the batt and jumper it.
Odd are that'll get you back up, using the top-most PCIe slot that is.

I already did that thing. I'm currently unplugging everything, doing like if I was building a brand new pc.

" rel="nofollow - It doesn't even display using the 7700's iGPU?
Is your monitor config'd to be receiving the signal on the correct input?

The motherboard is currently out of the case on my mouse pad. What is plugged in : CPU, cooler, 1x4gb ram, 2x power supply cables, 1 hdmi out to the monitor and the monitor is correctly set. This is so weird.

I just tried with dvi and another monitor : no difference. Yes I have only real pc monitors.

I've also checked the CPU and if there was any bent pin in the socket but everything looks fine.

Carefully check for debris in the PCIe slots, it is possible something conductive fell in there and is shorting. That could cause the board's protections to trigger and prevent post.
Aside from that and what has already been mentioned in this thread my only other suggestion is to check for burned contacts on the PSU connectors and maybe clear CMOS again by pulling the battery like Wardog mentioned.
Use this method to be sure it clears properly:
http://forum.asrock.com/forum_posts.asp?TID=630&title=how-to-clear-cmos-via-battery-removal
If all that fails you will need to start testing individual components in another system as far as you can. These are the most irritating type of issue to deal with, when something seemingly simple causes a system failure

Thanks for your answer. Im going to try that but I won't be able to test the CPU as I don't have any recent other motherboard.

I've tried everything I could. I did a last clear cmos with the method you provided me. I tried another PSU. I've checked pci express slots in case something was stuck in there. I've checked 2 times CPU and socket. I re built it starting from zero. And still a black screen. That's crazy all I did was switching my graphic card to another pci express slot like I did several times before. Now I don't know if it's a CPU issue or a motherboard one.

I am sorry to hear that
At this point your only option is to either take it in somewhere to be tested or take a chance and RMA one or both of the potential culprits.

" rel="nofollow - I really did not understand what the entire situation was just from the first post, but now I do.
Given all the things you said you tried, something obviously broke. Since you have the board out of the case, check the bottom of the board, particularly the PCIe slot solder points. Or possibly a small component on the board's top was damaged or broken off when moving the video card from slot to slot. Or possibly a static electricity discharge zapped something on the board. Or the hot environment inside the PC case from the video card caused a part on the board to fail.
Since you cannot even get the Intel iGPU to produce a signal to the monitor, and tried a different PSU, unless your memory suddenly died, about all that is left is the board has a problem. Was the video card removed from the PC when you tried to use the Intel iGPU? That would be important to do, since you could not get into the UEFI/BIOS to enable both video sources. Clearing the CMOS after removing the video card and trying the iGPU might help it work.
Besides testing the video card in another board, not much else left to do.

I carefully checked the motherboard and its bottom and everything looks ok. I already tried clear cmos + intel igpu but that didn't do anything. I applied for RMA and hope I'll get a new motherboard soon. Thanks for your help.
