Xeon e5-2670 ES
Gigabyte RX570 > hdmi to hdmi to viewsonic 2419SH
Powercolor RX570 > DVI to hdmi to viewsonic 2407h
installed the latest AMD driver version

Problem is, i can't figure out how to make dual monitors work
Win 10 1703 cant detect additional display.
I have enabled all cpu advanced settings but none works..

any idea how to do this?

We don't know what you have tried so far, so will go through the standard things.

First, are you using CrossFire with the two AMD cards? Or are they running independently?

Have you started the Windows Display option from Control Panel? From Display, you click on Change display settings on the upper left. From there you detect and configure multiple displays.

The AMD graphics driver's Windows interface should also have multiple monitor configuration settings.

Have you tried connecting both monitors to one of the video cards?

Do you see entries for both video cards in Device Manager, and are they both working correctly?

Are both monitors set to auto-detect the input being used? Did you try setting the inputs manually?

The DVI to HDMI cable is connected to a DVI-D output on the video card? You must use a digital DVI output on the video card with a DVI to HDMI cable.

Enabling any CPU settings will have no affect on the video display.

No crossfire yet,
they're running independently

Im using 1703 and looks like it's removed in this built,
i used the new windows 10 settings that is metro-like 
and i always get "didn't detect another display" when i press detect

Yes both of them have complete specs in crimson menu but there's no option to do multimonitor or something like that
The secondary gpu shows linked / discrete though and at x8, the upper one shows primary/master and is x16

Looking at the mobo specs, could this be the cause?

My cpu should be 40 lanes though

Now after i did some testing, only the upper GPU that works with monitor
and looks like the second GPU isn't giving any display at all!
Only the first GPU is working,
I'm using first and second PCIE, with the third being used for 10G lancard, 
1st pcie = Powercolor
2nd pcie = gygabite
3rd pcie = 10G lancard
should i switch them?

Yes both of them shows "this device is working correctly" on display device
The monitor part is only showing generic pnp monitor though

Before this i tried with different setup and single GPU,
and both monitors were able to auto detect both hdmi and dvi-d, so yes i believe they are already auto input.

Yes of course, it works fine before with previous setup 
my previous setup uses intel i3 with integrated graphics though
btw i used gigabyte rx 570 for my prev setup

Well i removed the 10G lancard, and both cards are at x16, but it still wont detect second monitor.
Guess x8 or x16 doesnt make a difference
Almost forgot to explain, My goal is to use 9 outputs from both GPUs to multiseat 9 clients, using a program called aster (google aster multiseat for details)

Regarding your case, we have built a system to test. After installed the AMD graphic card driver, the AMD CrossFireX will automatically enabled.

Please set the AMD CrossFireX to disabled, then system can work at dual monitors properly.

I had a feeling about Crossfire being enabled, which I included in my earlier post.

Enabling it automatically is considered a feature, and done for those that want to use it but apparently don't understand it must be enabled. Yet another example of something dumbed-down that has other side affects.
