When powered on, first get green then flashing blue. When I press the power on button, I hear a click but nothing else. No Dr. Debug codes, no fans.
I've removed the video card and ram but same result.
I've made sure the 4pin, 8pin and 24pin power supplies connected.
Am I doomed to RMA land?

The green & blue lights come from behind the gear logo on the mobo. 
Since I'm using such a weak video card and M2 drives and will never OC, the total draw on my power supply < 400watts so a 650w seems big enough. From what I've been able to search, this issue seems to be either the cpu power (4 pin) isn't plugged in or the board is bad. Just trying to make sure I try everything before entering the RMA process.

Actually, I did triple, quadruple, bajuple check them... and realized I didn't plug in the 6pin vid connector. But, that didn't help. I also tried this...
power off; unplug; insert 1 dimm into A2; press cmos clear; plug in; power on power supply; power switch mobo.
I repeated the process after insert 2nd dimm into B2.
Same result... led light under asrock gear turns green, then flashing blue. When I hit the power on mobo, I hear a click but nothing else happens.

even new ones can be faulty
(the old saying with electronics they either blow the first day/week or last forever)

i dont think that your drawing too much from it with your precise system

but do wonder why/if a 710 needs a 6 pin power (even 750's draw enough thru the pcie to run)

" rel="nofollow - sdlashley, have you tried the power on button on the board?  Please do, if not.  Do you have a volt meter to measure the voltages in the 24 pin connector?  Try clearing the CMOS.  I think you are seeing the V5SB (5 volt standby).  if all else fails, remove the front panel connectors from the board and then use the power on button on the board.  Perhaps you have a hot Reset due to plug error on the panel connectors.  You make a good point on the power supply rating, so do not get a new one yet, but you really need to measure your voltages when you get running.  Enjoy, John.

I didn't think I needed to plug in the 6pin cause, as you said, its such a tiny vc and should just draw from mobo.
My older desktops are Antec Sonta cases with built-in PS... hard to get out. 
At the moment, I don't even have the Video card plugged in (although I have tried to boot with it in).  I'm just trying to get Dr Debug to tell me I'm missing stuff or what's wrong but I don't seem to be getting that far into the boot up process. Even if the CPU or water cooler were installed incorrectly, I would expect Dr Debug to tell me something.

I think I have a volt meter but I admit I haven't ever tested a PS before.

and two of the four spare psu units i had here failed on the load test (secondhand not new ones)

I pulled the PS out and tested it with the EVGA test that comes with the PS. It worked. Also, first time I was the PS fan come on. So, I put the PS back in and plugged in the 24 pin and hit cmos switch.
Whaaaat... Dr Debug came on. 
I swear I tried this combo.
Next, turn off, unplug, plug in cpu power.
CMOS, power on... 
Whaaaat... Dr Debug comes on and not only that, it booted all the way to the bios screen.
Hmm... now I'm confused.
OK... last plug... 
I plug in the 8 pin power connector, location 9 on the mobo chart.
oops.. back to flashing blue.

pulled it out
I've added the vc, up to 64 gb memory and m2 drive; hit cmos, boot to bios... all appears working.
So, do I not plug in the 8 pin power connector in location 9?

now you have a 24 pin power that only connects to 24 pin
your psu only has a 8 pin splitable into 4+4
and from evga website any other multi plug is a vga .............

so where the hell is the other 4 pin board power coming from ?

try the 8pin in board location number 9 and the 24 pin location 10

do not use anything on the 4 pin location 2

and check to see that boots


there is also another board power connector called GFX_12V1  location 18 in manual this is an extra pcie graphics connector for board (this gets used when 4 graphics cards are to be used to boost the pcie slots)


long story short i think by default were going in a loop right back to johns first reply

i think you need to uprate the psu, when we get to the bottom of this saga for an extra cpu/eps 4 or 8 pin lead
(the 750watt evga g3 has two sets of these leads)

datonyb, perhaps sdlashley is out buying a power supply.
sdlashley, I am almost positive you need a power supply with a CPU 8-pin (4+4 is OK) AND a CPU 4-pin connector.  A lot more power is not needed for the rest of the machine.  Enjoy, John.

EDIT: Just read your latest post.  Hang in there and when you are stable, please run Prime95 and keep an eye on the voltages, temperatures (CPU in particular) and other variables such as power.  I have AIDA64, but if you do not, please DL the trial version or get HWMonitor (free).

im logging off now

to summerise

you are trying to plug the incorrect leads into the board

24 pin is correct

but you need to use eps/cpu 4+4 in location 9 (and NOT the pcie graphics) this is causing a short and locking up the board

and as said better idea to change the psu for one with two sets of eps/cpu 4+4

the evga g3 in 750w comes with two 4+4 leads


for the time being i suggest using the location 9 4+4 instead of the location2 4 pin

sdlashley, I would update to 1.50.  I have been running it for a while with no problems.  If a 1.60 or higher shows up (again), please check here first.  Please use the Instant Flash in the BIOS.  This may be a little overkill, but follow this sequence:
1. Boot into BIOS, F9 (Load UEFI Defaults), save and exit.
2. Boot into BIOS, update BIOS using Instant Flash - will reboot.
3. Boot into BIOS, F9, save and exit.
You probably should wait until you install your new Power Supply and have a little run time to show stability.

HWMonitor... downloaded (along with mono and WinForms) and I just get a bunch of errors.
The one from Snap aka Ubuntu shows no sensors.
I have Pensor and GKrellM but they are pretty weak.
Might need some plugins or something to extend them. They may not exist yet cause Ryzen 1950x is so new.
Any suggestions?

I have sometimes noticed it can take some time for it to post from being powered on the first time. Be sure you have ram and video connected then after the power button wait 60 seconds or so.

Today I got my EVGA G3 750 and now things are working perfectly.
As far as ram goes, the 128G of G Skill Flare 2133 is working great. Its cost me $1k for that. I didn't want to spring and extra $400-$500 to get 3200 cause it won't make that big a difference in what I do. But, thx for the suggestion.

Fractal Design R5 Black Case

I was able to get complete sensor info using gkrellm on Ubuntu 17.04. Still trying with 16.04

Are you using all default settings?  Is SVM disabled?  What is your command rate (1T or 2T)?  What BIOS are you running?  If you will put your specs in your signature as I have they are always there.
You did not finish your WiFi question.  Where did you get the driver?  I got mine from Intel, but do not use WiFi.  I got my Aquantia NIC (AQC107) driver from Aquantia and my AQ107 was not even recognized.  ASRock had modified it - had to DL the ASRock version (same version number - terrible practice!).  If you got it from Intel, please DL the ASRock one and see if that helps.  Great job!  I think lots of people here will be very happy.  Thanks and enjoy, John.

Hey there, could you link us specifically the link on Newegg or Amazon on what 128GB memory kit you're using?  I can't seem to locate GSkill FlareX 128GB kits anywhere. 

As far as we know, that's the only time 128GB have ever worked.

That's a cut and paste from Newegg invoice. I paid $1000 for my 128Gb Flare X.
I purposely bought it for 2 reasons.. cost and G Skill claims Flare X is for AMD.
So far, its worked perfectly.
The price has gone up $184 since I bought this last week... Me thinks I got a good deal on that.

I don't need wifi, but, it would be nice to get it working.
Bluetooth worked fine (keyboard, mouse).
Tried Ultra Fastboot and that does not work, drops me right back into setup.
I believe I'm on BIOS P1.30... I haven't changed anything yet. Going to run with that for awhile to make sure everything is stable. Using defaults for everything. No SVM mode.
Linux does see all 128G! Trying to push the M2 drives to see if I can get to 1M iops. That takes a bit of doing!
I'm so newb... its almost (well, it actually is) embarrassing. All my previous builds (probably 10 or so) were simple. First experience with water cooler & linux. I should clarify, I've been on Linux for like forever but never dealing with bleeding edge hardware. I think ubuntu 17 has some software and settings to get the hardware monitoring that 16 doesn't have so I haven't got that running.
Again, if I can indulge, how should I setup my fans and cooler? I plugged the cooler into mobo location 1 (which I think is Chassis Fan 3) and its set to auto.  In the setup, I see PWM Mode (which I can switch the cooler to and DC Mode. How should I set those up?
Remember... no plans to OC but I definitely will run some tests which will put the machine to its edge. 
Anything else I should be concerned with?
Any other place I should post cause I'm guessing a few folks will want to see this can be done (or maybe not).

For other OS's (meaning now Windows) have to enable in Bios. I did and it worked.

sdlashley, I would suggest you see if Intel has a driver for its WiFi for Linux.  Aquantia has Linux drivers but ASRock has made mods to the W10 driver and may have changed the Device IDs.  I would suggest you try the Linux driver but they well may not work.  A number of users work on fan control and hopefully they will comment.  Enjoy, John.

I get blue and green lights on the motherboard, yet not fans spin and the Debug LED does not show any post codes. I'm stripping down the case in the morning to try to post just the MB (TaiChi X399), CPU (1900X), and a single stick of RAM (Trident-Z 3200MHz CAS 14) with the PSU (1000W Seasonic Prime Titanium). Unfortunately I don't have a molex to fan connector, but the PSU does come with a tester for the 24 pin MB cable.

Thoughts?

Update: I have removed the X399 TaiChi from the MB, and tested with a new PSU that is working on another rig. Same conditions as before, LEDs on the MB light up but no fans and no post. I have swapped the CPU Power Cables too with the same results. I have updated the BIOS flash via a USB following the instant flash instructions and successfully updated to 2.30 and 3.30 (using "creative.rom" and the USB slots to the right of the Audio on the bottom, and holding down the BIOS Flash Button on the MB. The MB cycled through flashing green lights until stopping which is the success state. Cannot get into BIOS to confirm, because of a lack of post). I've tried reseating the CPU itself, this did not help the situation.

Going to RMA both the CPU and MB to be safe, as I just purchased the parts this week.

I hold down power button until it powers off, then press power button again, and then it normally will work again. I got latest BIOS v3.30. Why does this board have issues powering on? I tried taking out memory and all cards except for GPU, and it still won't power on sometimes.

Config:
64GB - Crucial 16GB x4 DDR4-3200MHz at 2933MHz.
EVGA Nvidia 1080TI.
EVGA 1000w PSU
