Hello, 
i build a new PC yesterday . No i got this Problem : When i start the pc the fan´s are turning and the led´s are on , but i still got a black screen . 
My Setup : 
Mainboard : Asrock Fatal1ty Gaming K4 Z270
CPU : Intel Core i5-7600k 1151
RAM: DR 8 GB 2666-15 Fury Black K2 KHX ( Hyper X)
GPU: GTX 1060 Gaming X 6G TwinFrozr VI 6GB

Had a similar problem originally with my k6 try removing the CMOS battery and then putting it back in a min or so later . If that doesn't work remove your gpu and try going threw the inputs on the motherboard . I think for some reason my k6 originaly would only post out of the VGA cable tell I reset the CMOS but best of luck to you.

Regarding your case, we provide some suggestion to verify.

1.     Clear CMOS to load BIOS default.

Please check user manual p25 to clear CMOS.

2.     Please check power supply is plug properly and power supply switch is on.

3.     Only install CPU and one stick memory to check if the system can boot into BIOS properly.

4.     Please try to install one stick memory at A1, B1, A2 and B2 slot to check if the system can boot into BIOS properly.

5.     Reinstall CPU and check if CPU socket pin is fine.

6.     If it is possible, please change another CPU or DRAM to check if the system can boot into BIOS properly.
