TLDR : CPU cant go over 3.57Ghz , possibly looks like Management Engine corruption , updated it , tried different hardware , no change , cpu locked at 3.57Ghz
Hii have a Asrock z77 Extreme4 555 , with a 1155 chipset , with a i5-3570k on it. i bought it from my friend a while back , and always had problems on it . i changed the gpu , ram , hdds , almost everything once , exept the cpu and mobo . always had crashes , bluescreens , and i never found anything on the forums .
recently i ordered a 2nd hand gigabyte z77 and i5-3570 to use the old parts and make a 2nd computer . and i saw that computer have turbo boosts when under load (behavior that i never saw in my asrock based computer) and i can see the processor go up to 3.99ghz on the task manager .
i went back in my asrock bios to understand why it never goes in turbo mode , but whatever i do , i cant get my processor to go over 3.57ghz .
after looking this up on forums , i find the behavior looks a little bit like Management Engine Firmware corruption . the only tools that have been programmed to solve this kind of problem are this russian guy that made tools but it is only for Asus Motherboards .
so i register a few forums that have this kind of information , and ask , but except telling me to update my ME firmware , and testing different ram , and putting the bios to default value i cant get more info . so i did that .
i tried different ram , reloaded default bios values, updated Management Engine Firmware , but still have the same problem . my cpu doesnt go over 3.57ghz .
i am about to order a bios from ebay , but dont know if this will work . also i am not completely 100% sure that i have ME-FW corruption , because people who has this cant change values speeds in the bios , the numbers revert automatically (at least on asus), for me i can change them , but it just doesnt actually change anything .
if i order from ebay a new bios : The Management Engine does actually exist in the Bios ? it is not on a side chip ? from what i understood it is really in the bios chip itself , but i want to be sure .

my 2 setups Asrock z77 extreme 4 555 , i5 3570k, HyperX 4x8 ddr3 2400 (HX324C11SRK4/32) , gtx 970 asusStrix , corsair 650w psu , evo850 ssd for my system , win10
Gigabyte Ga-z77P-d3 , i5 3570, 8go ddr3 1600, gtx 660, raid0 (intelX25-v 40Go)x2 , windows 10
i also borrowed 2x4go ddr3 1600 kingston to make some tests just in case . i ve been told in the forum that in fact my cpu coudnt stand 2400 ram , that it was limited to 1600 speed rams , so maybe i broke something ? (could not load bios preset for 2400 only 2133 speed preset is possible to load , but default behavior if i put auto for the ram it sets the ram speed to 2133 , not 1600)
