These are my results:
3.7ghz at 1.35 = boots fine/stable
3.8ghz at 1.375 = boots fine/stable
3.9ghz at 1.375 = looks like it boots, but there is no video at all
3.8ghz at <1.375 = looks like it boots, but there is no video at all

What could be the problem here exactly? Is my chip just pure garbage?

Also the sapphire oc option defaults to 3.8ghz at 1.38 with 2933 ram as well. I did the above tests with only 2800 ram though.

Myself and another guy have had 0 luck getting any sort of OC with the B350 Pro 4 so it could be a UEFI issue at certain clocks. In my case, I can get 3.8ghz @1.35v on my 1400 through Ryzen master just fine and dandy, but no such luck through the UEFI.

What happens if you try 3.9GHz with 1.4v?
I'm pretty sure I know the answer to this next question, but does that board give you an option to adjust CPU Load-line Calibration (LLC)?

Also, if you haven't already, it couldn't hurt to update to the most recent bios version. They tend to increase system stability and memory compatibility.

My bios is the most recent @ 6b. I don't feel like going for 1.4v with a 212 evo. I will have to wait for my fuma to come, which keeps getting delayed even though it's already shipped.

Well, I wasn't suggesting running 1.4v on a 24/7 basis, but simply a few minutes to see if it boots + display. It's smart to be cautious, however. One would think it'd at least give some video regardless if the voltage was enough to be stable or not.

My 1700 reach 3.8 at 1.3v with the last bios, all right here. I don't try more because it's using the box cooler.

I was forced to reboot thanks to ryzen master (who also happened to fail @ 3.8g @ 1.35v), so I decided to try 1.4v @  3.9. It's a no go as well. Heck, even sapphire boost and manually dialing back to 3.8 stopped working as well. I just dialed it back 3.75 @ 1.35 because I'm just done with this.

Very few Ryzen processors reach 4GHz with less than 1.4V, and 4GHz is the usual OC ceiling. I keep my 1700X at 3925MHz on an X370 board, since going above that need at least 1.4V, and I don't want to use that much VCore.

The reality is this first generation of Ryzen processors are not good for over clocking. We can "OC" them to one or two notches above the maximum Turbo speed on all cores, but that's it.

Hello again, well, after 2 days testing my 1700 in oc (3.8~1.3v) I got a insight, Fatality doesn't keeps 1.3v every time, floating between 1.3~1.24v in Cinebench, first bench runs well, but sometimes when I remake a second test the motherboard drops its voltage and crashes, probably in 1.35 or 1.375 should be worst, well, press f1 to pay respects for bads vrms.
