I'm assembling a new PC using
  • AsRock Z370 Extreme4 mainboard (MB),
  • Corsair 100R case (CS), and
  • EVGA 750 GQ power supply (PS).

However, the MB does only show slowly blinking and rythm-changing LED lights when plugged in and switched on. No fans are active, nothing happens.

At first, I thought the front-panel pins were not inserted correctly. A test with another MB (also with no cables, RAM, CPU, or any GPU plugged into the MB besides 24pin and 8pin power cables as well as the pins for case LED+-, HDD+-, reset and power switches) showed that fans were spinning and the case LEDs were on.

What could be the problem here?

Why can the/this Z370 Extreme4 not be turned on?
This puzzles me and I really appreciate your help. Thanks!

Did you plugged every required one?
Also check if your processor is correctly positioned. Sometimes pins get bent and that could lead to simptoms you mentioned.
